Toyama City official website is making continuous efforts to actively send and receive information, with the aim of improving its convenience to citizens, implementing municipal policies and invigorating local communities. In managing a website, it is essential to make well-balanced judgments, because there are various views on how to best utilize the rapidly developing internet, and users also have diverse opinions.
This website is managed based on the following policies and standpoints. We fully understand that judgments made by us are not necessarily absolute, and constant reviews and efforts are essential for better management of this website. Please inform us of any points you notice.
Website designing with the concept of universal design
A)Preface
「The concept of “universal design of information” is to design a website so as not to form “visual barriers” and “operational barriers” for various types of users, such as elderly or disabled people, and people who have difficulties using a keyboard or a mouse and who use small-sized displays, early type or text-only browsers. Visual barriers include displays and expressions which are hard to read or understand as intended, and operational barriers include the complicated operation of a mouse.
We strive to improve not only the accessibility of information but also the usability of the entire website, through easy understanding of the site layout and ease-of-use. In addition to the user-friendly classification of administrative information, multiple routes which match users’ searching styles – including the keyword search window in every page – are prepared for quick access to pages users have searched for.
To increase freedom of use, links to upper level sub-index pages on each level up to the home page (breadcrumbs navigation) and direct links to main blocks within this website (global navigation) are displayed on the header of each page.
B)Specific points introduced in the website design
- Each image comes with its own caption in case of it not being displayed.
- For better readability, the color contrasts between foreground and background, including letters, have carefully been designed.
- When text-to-speech software is used, the reading order of the text is designed to convey the content appropriately to users.
- Drop-down menus, which show detailed menu via a click on an arrow, are not used on this website because text-to-speech software cannot read them.
- For smoother clicking, the space between linked texts is designed not to be too narrow.
- Titles (displayed in the browser title bar) are named so that users can easily and correctly understand them.
- Expressions as clear as possible are used. Excessive use of abbreviations and foreign languages is avoided.
- Frames are avoided as much as possible.
- Each page is equipped with a comprehensive navigation.
C)For securing fair and equal use
Pursuing usability of a website sometimes results in over-reliance on visual usage.
Toyama City municipal office established in-house guidelines so as to ensure fair and equal use of this website by as many people as possible. We strive to achieve universal design of information on this website by applying these guidelines to all content on this website.
This website is designed so that differences among users’ internet environment, such as internet connection types, OS or browser types and versions, and monitor resolutions, don’t cause difficulties in the use of or misunderstandings of the content.
This website is also designed so that users’ attributes, such as their perception method (visual or audio), their operational devices such as a mouse or a keyboard, and their knowledge and experiences of the internet or municipal administration, don’t cause difficulties in the use of or misunderstandings of the content.
Management policy
A)Direct management by the division in charge
To offer more satisfactory content and municipal services through smooth communication, each division in charge directly replies to inquiries by e-mail or telephone, as well as releasing information related to its transactions.
B) Wide range of contents
We provide a space to stimulate public interest regarding issues and problems related to their communities. We do this by offering more open space for posting a wider range of information, including local information and activities, regardless of districts and towns.
C)Quick update
We endeavor to manage this website in a timely and detailed manner by using a system which allows each division to directly update and manage its own site.
